What's the max on health steal and mana steal?

Health steal is 5 for sure, I believe with mana steal its only ever 1.
This steal is for weapons, the steal for spells is alot more complicated.

What do you exactly mean? Stealing over time or one (big) chunk?

With a necro you can do both and it depends on your attributes in blood magic. And its definately higher than 5 (also over time, like life transfer = max health degeneration of 7 which u gain as health regen)
